Why is Jesse and Festus Coming out to the ring in moving suits and putting Bubble Wrap on people and taking them away?

cuz smackdown is moving to a different channel on october 3 and there like packing them

Because Smackdown is moving networks on October 3rd. They are moving from The CW to MyNetworkTV. So WWE is using Jesse & Festus as promotion for the big "move." So they are metaphorically preparing for the "move" by placing people in bubble wrap and putting them in moving vans (read this weeks spoilers).
