I rent a flat in Paris and it was really easy compared to Milan!
I used Google, and typed in English.
My rent covers the utilities which includes the phone. (I have a thing called a "Freebox", which costs 30 Euro a month. It gives me Broadband, 300 channels of TV and all my phone calls to anywhere in the world are included).
