Find out how much a local T-shirt printer will charge to print the T-shirts.

Then, start asking around local businesses to see if they will sponsor you that amount of money in return for having their logo printed on your T-shirts. If they give you all the money, then really you get the T-shirts for free.

Smaller local independent businesses can often be pretty keen on this, when I was at Uni we funded a few magazines that way.
