How do I make an e-mail .NET verifiable?

Say if I have an e-mail (e.g. me@example.com) how would I verify it so that it's a .NET passport? (It will work on things like Windows Live Messenger etc.)

'use an existing mail'
'create a hotmail account'
just use the first one
complete the form
and that's it
