Motorola Razr v2 wont charge when plugged into computer?

I was trying to get some music onto my phone from my pc. but when i plugged it in, the phone just said unable to charge and it wouldnt let me transfer files, but when i use the wall charger it charges?? Any help?

First, you have to download a file onto your computer. You can find this link by doing a google search for "Motorola Razr v2". Look for a file that pertains to phone charging problems.
