Windows XP Login Problem, Please Help!?

My Parents are trying to get on their computer but every time they boot it up, the account menu appears and when they click to go on an account it will not sign in but comes up with a message saying:

"Windows Product Activation- A Problem is preventing windows from accurately checking the license for this Computer. Error Code: Ox800700c1."

They tried System restore and things but there has been no solution to the problem so far.

Can anybody please, please help?

They did do it on Administrator and I told them to try those steps but we can't even get Run to come up so that won't work.

Boot to Safe mode by hitting F8 as the system first begins to load. From the

boot menu, choose it from the options. Logon as administrator.

Start/run regsvr32 regwizc.dll

Then start/run regsvr32 licdll.dll

If this doesn't help try these steps:

Start the computer in Safe mode by hitting F8 at bootup.
Start/run regedit.

Delete the following registry keys:

HKEY_USERS\.DEFAULT\Software
\Microsoft\Cryptography
\Providers

HKEY_USERS\S-1-5-20\Software
\Microsoft\Cryptography
\Providers

Exit the registry editor, restart normally.
