MySQL:how to save my.ini file with old-passwords added to the bottom using

Windows Vista Operating System? When I add the old-passwords statement at the end of the 'my.ini' file in the MySQL Server 5.0 folder and try to save it the following appears:

Cannot create the C:\Program Files\MySQL\MySQL Server 5.0\my.ini file
Make sure the path and file name are correct.

Could someone please advise me as to what I should do.
