This depends on your keyboard. Your keyboard SHOULD have a key with Num Lock written on it, located at the top, somewhere, and on my keyboard it is on the number keypad.
Numlock does not stop you typing letters, it simply means your keypad will have functions 'home, up, pgup, left' etc. and includes the sometimes useful 'INS' to turn insert function on or off.
If you can't type, it sounds to me as if you need to set your language and make sure you have the right kind of keyboard set up there.
As a starting point, US International is the most common keyboard out there.
check your 'regional and language' settings (in WinXP it's in your control panel)
