My dog was on a lead was attacked by a dog not a lead, any laws ?

We were about to go for a family drink in a local beer garden
not far from where we live, our dog was on a lead, when one dog not on a lead attacked mine , then an other one again not on a lead attacked it as well, we have a wippet breed dog, so not big and dangerous, where does the law stands ? who is liable if anything would have happen ??? I m 5 months pregnant and there was my 2 little boys with me ? When I talked to the owner she couldn t care less and told me her dog wasent dangerous ..... should I ve reported her, make a complaint to the pub ?? What if next time those dogs attacked a child ??? Is the pub liable ???
