How can I create quizzes games? with java or with actionscript 3?

I want to make quizzes for learning languages like these:

like typing games, vocabulary games, puzzles, scrambled sentences, etc.

I want to learn how to create these kind of quizzes, and then insert them in a webpage (in Dreamweaver), should I use Flash and then lean Javascript? or actionscript?
