Introduce a certain quota of players from the youth system that should be fielded...
Weaken the powers of player's agents

1. Allow the taking off of shirt =]
2. Perhaps add a bit of technology, not so much but enough to not allow mistakes like no goal or goal.
3. Once a Ref makes major mistakes, not just one or two, but something that was clear and changed the games score. More serious actions

Wait... I'd want... to add in Baby oil so the players can be all sexy :P

Rule 1...I'd bring the game out of the dark age and into the 21st century by introducing video technology,like every other major sport uses successfully.
Rule 2...Limit the amount of foreigners at the clubs(unfortunately some clubs would probably go out of business...Arsenal,Chelsea,etc.....
Rule 3...Make the game more exciting.....The boring,sleep induced games far outweigh the good games......Tell the clubs to only pay the players when they win,give them half if they draw,and give them nothing if they lose.The overpayed clowns would play their socks off and the fans would finally get value for their money...

use video replay for a match (i hate diving!)
use automatic cencor system for offside (because it often creates controversy)
ban c ronaldo from all leagues and international competition for a year, because of diving and causing a lot of problems, rumours, controversy

daylight in the offside rule
3 foreign players per club,max
when players sheperd a ball out of play stopping the oponent from touching it,class it as obstruction and award an indirect freekick

Get rid of the caution for taking off shirts

Make the offside rule a lot clearer.

Change the fact that if you're injured you have to go off and wait for the ref to let you on again.

1. Shirt pulling and pushing in the box is punished as it is outside the box.

2. Unless there is a visable serious injury, no substitutions may be made within the last five minutes of any match.

3. Strict limits on transfer fees and ticket prices to control the ridiculous amout of money being exchanged in the world of football these days.
