Why are the Scottish Borders continually denied an SFL football team?

Is it because the Borders has been ring fenced for Rugby only or what? Any comments or opinions please.
Not talking about Dumfriesshire and Galloway (Gretna, Annan ,Q.O.S) which is not the Scottish Borders.
