No, the transfer window is like the trade deadline, and while the transfer window is closed you cannot make trades or add people to your roster.

well the transfer window opens at the begging of a season then closes, then re-opens some time.
you have to wait till it re-opens it a matter of time on the game. depending on the month it is.

No. The transfer window is only open between 1st July-31st August, and again on 1st January- 31st January.

The transfer window remains closed at all other dates.
