There will be a medical, anaesthetic and nursing team for your sister, and a paediatric nurse and paediatrician for the baby at the very least.
At 32 weeks gestation the birth will likely be treated as an emergency, just in case, so she may not be able to have a birthing partner present. If she is having a general anaesthetic and not a spinal anaesthetic, then she definately wont be able to have a birthing partner with her.
I had an emergency C-section 26 years ago at 27 weeks gestation when my pre-eclampsia turned into eclampsia and my blood pressure shot up to 250/190 and I started to seizure.
