How common is it becoming for people to not be able have a bank account in the UK?

here in the US, it has become somewhat of a privelage almost it seems for those at the bottom.

has it become that way yet in the UK?

for example if you get hit with a bunch of fees and dont have money in your account they will close it and if you cant pay them off then you cant open another bank account anywhere else.

and you have to cash your paycheck at one of these special businesses who take a large fee out.

In UK there is a special account that can be opened by those who are for want of a better word a bad risk. I don't know the full details but they can not overdraw and you can not use a bankers card to make purchases.
We happily grumble about the system here but i think it is more gentlemanly than in the US for the time being anyway. You have to be a real bad customer for them to just close your account
