bank charges taken from benefit money?

can anyone tell me if banks can take charges from benefit money goin into my bank EG: a direct debit was returned because i was £1.86 under and the bank charged me £30 which they are takin from my benefit money which to be fare this money is for my children,do i have a right to appeal against it.Can anyone help..
and to dialup my husband works, and no i do not work i look after my 3 kids nd for u to know i like everyone else is intitled to child benefit nd tax credits so get ur facts straight before u go accusin me of bummin off the state!!!
